In my experience, provisioning kind of has two meanings when cruising. One is for the food you'll eat that is locally available. Most places have fruits, meats and veggies. The other provisioning is the stuff you won't likely to be able to get while being "out there". For example, if you like a particular brand of, peanut butter, Ketchup, wine, rum,etc.
Lots of places have toleit paper. If you taking about the marine grade stuff, your right there won't be any outside the US. So what most people do is put the TP in the waste bucket then take the contents to shore and burn it periodically.
